About Us

The Federal Long Term Care Insurance Program (FLTCIP) is a voluntary program established for federal civilians, uniformed service members, and certain qualified family members. It was created by an act of Congress, the Long Term Care Security Act of 2000, to serve an unmet health care need and currently provides coverage for more than 260,000 enrollees.

The FLTCIP is sponsored by the U.S. Office of Personnel Management (OPM), insured by John Hancock Life & Health Insurance Company, and administered by FedPoint®. FedPoint is the trade name of Long Term Care Partners, LLC®.

OPM

The chief human resources agency for the federal government responsible for the oversight of its benefits and insurance programs, OPM is the sponsor and regulator of the FLTCIP, acting as a voice for the federal family.

FedPoint

FedPoint is the administrator of the FLTCIP and BENEFEDS under the oversight of OPM. FedPoint is the trade name of Long Term Care Partners, LLC, and is a wholly owned subsidiary of John Hancock Life & Health Insurance Company.

Our history

2000

Congress passes the Long Term Care Security Act of 2000.

OPM awards the first 7-year contract to John Hancock and MetLife, and Long Term Care Partners, LLC is formed.

2002

OPM introduces the FLTCIP to the federal family.

The first open season is held with 187,000+ enrollees.

2009

OPM awards the second FLTCIP contract to John Hancock as the sole insurer.

The second open season is held in 2011 with 45,000+ enrollees.

2016

OPM awards the third FLTCIP contract to John Hancock.

FedPoint becomes the trade name of Long Term Care Partners, LLC in 2020.

2023

OPM extends the FLTCIP contract with John Hancock for another 7-year term.
